The Colombo Port City Economic Commission Act No. 11 of 2021 (“the Act”) was enacted to provide for the establishment of the Colombo Port City Special Economic Zone (“Colombo Port City”) to function as an international business and services hub with specialized infrastructure within the zone for the promotion and facilitation of economic activity. The Act provides for the establishment of the Colombo Port City Economic Commission (the “Commission”) which is vested with the administration, regulation and control of all matters connected with businesses and other operations in the Area of Authority of the Colombo Port City.
Section 62 in Part XIII of the Act provides for the establishment of the International Commercial Dispute Resolution Centre for the purpose of providing alternative dispute resolution services including conciliation, mediation, adjudication, and arbitration. The Commission has appointed the IADRC to discharge the duties, responsibilities and functions of the Centre envisaged in section 62 of the Port City Act for a period of five (05) years commencing June 1, 2023. Accordingly, an Agreement for that purpose was signed on May 29, 2023 between the Commission and the IADRC whereby the IADRC is contracted to provide the ADR services envisaged in the Colombo Port City Act, for a period of five (05) years commencing June 1, 2023.
